Despite repeated discussions and dialogues, political parties have failed to come together on the number, demarcations and names of the federal provinces. Likewise, the parties also differ on their views on the the form of governance. However, UCPN (Maoist) has agreed to promulgate the constitution with its note of dissent" in the form of governance proposed by NC and UML.
