Chairperson of the Constitutional Political Dialogue and Consensus Committee (CPDCC) of the Constituent Assembly (CA), Baburam Bhattarai, said today that the constitution by January 22 is still possible if major parties can reach an agreement on inner contents of the future constitution. The political forces that were established following 1990 movement were never in favor of the constituent assembly, says Unified Maoists party leader Baburam.“They were not in favor of republican, secular and federal order. Their decision to accept the new order was only situational. Though they have come to this fold, there exists serious conflict in the present scheme because of the inconsistent mandate. The new order was established by the movement itself but after the failure of the first CA the same old political forces were brought back to power in the second CA.”
