No one could stop constitution from being promulgated: Dahal

UCPN (Maoist) Chairman Pushpa Kamal Dahal has said that no one could stop the new constitution from being promulgated at this point of time. He said that the issuance of the constitution is ensured and that they have taken such courage to that effect. “Such consultations on the process to write the constitution have never taken place in the history. I urged all to provide creative and positive supports in the promulgation the constitution,” said the UCPN (Maoist) chief addressing the Legislature-Parliament meeting today.
He also draw attention of the government to provide relief and compensation to those people killed in Surkhet agitations some days ago and the injured of Jumla during a strike, putting forth various demands on the process to federate the country. Dahal said that the Constituent Assembly (CA) was the main platform for ensuring the rights of suppressed groups and that it stands in favour of the people. He added that only those being against change would go against the CA. He said that it seems that those groups, who had gone against 11-state modal with delineation as agreed in erstwhile CA, are now against the six-state model in the new federal set-up. Saying that it would be a great unfortunate if they failed to promulgate the constitution this time as well, he added the constitution could not be a document of a single party. “Rather the constitution is a document of political consensus. The constitution stands as a document of balance of state power,” Dahal added. He said that the ‘decent demands’ raised by people should be addressed and the sentiments of the people of Surkhet, Jumla, Seti, Mahakali and Bheri should also be met. He also said that they could not stay back from the six-state model in the new federal set-up. He, however, said that the new draft constitution could be amended. RSS
